The Next Crash: R&D Budgets The March issue summarized the Administration's Budget Blueprint.  The more detailed budget  of April 9 requests substantially less in R&D investments than the last Clinton Administration budget.  This reflects the President's priority to reduce the growth of discretionary government spending to an overall 4%, partly to provide room for his centerpiece $1.6 trillon tax cut.  The graph shows the effect on R&D investments at the main agencies: NIH, NSF, DOE, DOD and NASA.  A deduction of a 3.4% inflation estimate has been made in both years.  The Congress is likely to increase these figures somewhat.  FY2001 data from AAAS. http://www.aaas.org/spp/dspp/rd/capre01.htm#ag

The apparent decrease in NIST for FY2001 was due to a large one-time building charged in FY2000.  USGS is the Geological Survey.

Japan Plans Another Big R&D Program  After the success of the first S&T 5-year plan in doubling government investment in R&D through 2000, Japan now plans to spend an additional $195 billion over the next five years.  This would increase government spending to 1% of GDP and put Japan near the top in R&D investments per GDP, counting both public and private sectors. Sen. Bingaman Calls for Greater S&T Involvement in International Affairs  In a March 14 speech, Senator Jeff Bingaman (D, NM) supported recent initiatives to bolster the S&T presence at State, which he encouraged through legislation that established the post of S&T advisor to the Secretary of State. International Recruitment of Chinese Students The Spring 2001 China International Higher Education Exhibition Tour visited Beijing, Shanghai, Qingdao, Xi'an, and Chengdu.  Some 160 schools from 22 countries recruited, and over 100,000 prospective students attended.  Rapid economic growth has enabled more Chinese to study at universities abroad, particularly in the U.S., the most popular place.  320,000 people - including more than 100,000 self-funded students - have gone abroad for higher study since China adopted its opening-up policies in 1978.  Since the mid-1980s, the Chinese Government has adopted policies to attract overseas students back. Lawyer to Lead Technology Policy Office Bruce Mehlman (Princeton '91)  was nominated as Assistant Secretary for Technology Policy of the Department of Commerce on April 3.  He was a lobbyist for Cisco, and previously served as general counsel and policy director for the House Republican Conference, where he focused on high-tech issues. [I originally thought that Mr. Mehlman had been nominated to be Undersecretary for Technology, one step up the org chart.  A reader alerted me to the error on Tuesday.]Tech Law Journal ran an article on an October speech of Mr. Mehlman's at:  http://www.techlawjournal.com/election/20001020.asp
 
Venture Capitalist New PCAST Co-Chair  President Bush has named Floyd Kvamme, an ardent Bush backer and a big campaign contributor, to a key White House S&T position.  Tapping Kvamme as co-chair of the President's Committee of Advisors on Science and Technology is part of Bush's outreach to the high-tech industry. Kvamme is a partner at Kleiner Perkins Caufield & Byers, a Silicon Valley high-technology venture capital firm. He was one of five founders of National Semiconductor in 1967, serving as its General Manager and building it into a billion-dollar company. In 1982 he became Executive Vice President of Marketing for Apple Computer. While at Apple, his responsibilities included worldwide sales, marketing, distribution and support. He holds a BSEE from UC Berkeley and an MSEE from  Syracuse. Earlier Kvamme had been in the running to be Secretary of Commerce.  http://www.siliconvalley.com/docs/news/svtop/bush032801.htm
