Doctors of Economic Warfare. France's equivalent of the CIA, the DST, is educating French firms to foreign industrial espionage, which is said to cost French industry over $1 billion in contracts. Experts are worried by French industrial insouciance on the matter, but wakeup calls are sounding, such as when the CIA and the NSA abruptly turned away European Parliament members from a scheduled tour of the Echelon listening system. The director of the School of Economic Warfare, which each year turns out 20 doctorates in the field of economic intelligence [!!!], laments the lack of French strategic policy in the field.  (L'Expansion, June 21, p10, Laure Dumont) From FAST by the Embassy of France in DC. http://www.france-science.org/english/ I actually found an article in English on this School of Economic Warfare (Ecole de guerre economiquehttp://www.nettime.org/nettime.w3archive/199911/msg00162.html  ITRInews Puzzler: Can you deduce whether France is Country A, B, or C in the unclassified version of 1996 GAO report on economic espionage by allies? http://nsi.org/Library/Espionage/allies.txt

Has the 'Net Stopped Growing?  Some industry leaders are blaming their recent poor financial performance by claiming that Internet growth has slowed.  Determining how much traffic traverses the Net is not so easy. After all, incredible hype on growth rates were spread by media outlets. Most reasonable observers now think Internet traffic was doubling every 10 to 14 months at its peak.  By Jason Krause TheStandard.com http://www.nytimes.com/thestandard/standard_27394.html

One simple approach to estimate growth of the Net is to count domain names in use -- this metric has doubled every 18 months for at least 5 years.  The January ITRInews gave the links with the data; the semi-annual measurement for June 2001 will be posted soon, and we'll if growth has slowed..  http://itri2.org/ITRInews/ITRInews28.html   I doubt it; I believe that the dotcom and dotnet problems are a just a classical burst of a bubble of speculation. Such bubbles do not require IT to blossom; the Dutch managed a speculative bubble in tulips in 1637. For a like-minded site see: http://www.itulip.com/

ITRI Asian Telecommunications Workshop (2nd Notice) Readers of ITRInews are invited to a FREE workshop on July 17 (9AM - 5PM) at the Holiday Inn Rosslyn, 1900 Ft. Myer Dr. Arlington VA.  The six-person ITRI, Inc. delegation that visited Hong Kong and Taiwan in early June was headed by Prof. Magdy Iskander. This study is an update of one that covered Japan and Western Europe in 2000 (http://itri.loyola.edu/wireless/)  We also expect six speakers from Hong Kong, Taiwan, and the People's Republic of China.  The agenda is posted at:  http://itri2.org/telecom/AgendaSites.PDF. For more information, contact Galina Paikouch.  410.467.9978 mailto:paikouch@e-di.net

Shortfall in Federal R&D Investment  The latest issue of Research Technology Management, published by the Industrial Research Institute, Inc. (IRI) contains an article by ASTRA Chairman Dr. Mary Good detailing the funding shortfall in federal R&D investment in the physical sciences, engineering and mathematics and its consequences for our economy, the U.S. workforce, our national security, and U.S. global competitiveness. good.pdf  ASTRA is the Alliance for Science & Technology Research in America, a coalition lobbying for an appropriate level of R&D funding. mailto:r_boege@acs.org
