President Signed "NSF Doubling" Bill on December 19
Just kidding; the White House insisted that the phrase "NSF Doubling" be removed from the bill. Nevertheless, the President signed H.R. 4664 at a White House ceremony on December 19, which suggests that he will now actually propose significant increases in the NSF budget. His first two budget requests had token increases. This idea of setting a goal to double the NSF budget was originated by Sen. Phil Gramm in 1997, and has gradually gathered support in the Congress. Senators Bond and Mikulski managed to get the Senate to approve the notion several years ago, and when Sherry Bohlert became House Science Committee chair, the House came around. In the frantic closing days of the 107th Congress, this authorization bill was hammered into a consensus, a compromise with the White House was reached, and the bill was sent to the President on November 11, 2002. The bill has a lot more management guidance for NSF in it than budget goals; FYI has a nice summary of its provisions at http://www.aip.org/enews/fyi/2002/129.html Of course, authorization bills like this one aren't worth much beyond political grandstanding unless future approprations bills implement their goals. OECD International Comparisons of S&T Funding
The Organization for Economic Cooperation and Development has compiled
an encyclopedia of data in their Main Science and Technology Indicators.
This biannual publication provides a set of indicators that for OECD countries
and seven non-member economies (China, Israel, Romania, Russian Federation,
Singapore, Slovenia,Chinese Taipei) in S&T. The indicators cover
the resources devoted to R&D, patent families, technology balance of
payments and international trade in highly R&D-intensive industries.
Also presented are the underlying economic series used to calculate these
indicators. Series are presented for the last six years for which data

Contributions of China to U.S. S&T
The number of Chinese graduate research assistants contributing to
the conduct of U.S. academic R&D has expanded over the past decade
as the number of Chinese students earning a U.S. doctorate in S&E has
increased (from 200 in 1986 to almost 3,000 in the peak year of 1996[5]).
Although the number of Chinese doctoral recipients declined in 1997 and
rose only slightly in 1998—an occurrence possibly due to the increased
capacity for graduate education in China—more than 21,600 Chinese earned
S&E doctorates at U.S. universities over the 1986-98 period.
More detailed data are available for the years 1988-96 from the National
Science Foundation's Statistical Profiles of Foreign Doctoral Recipients
in Science and Engineering: Plans to Stay in the United States. During
this period, Chinese students earned 7.5 percent of all S&E doctorates
in U.S. universities—16,550 of 219,643. The highest percentage of Chinese
doctorates was in the natural sciences and engineering. Chinese students
earned 13 percent of the physical science and 15 percent of the mathematics
doctorates awarded from 1988-96.

U.S. Now Rated Number 1 in Global Economic Competitiveness
After years of trailing Finland, the U.S. now leads competitiveness, according to the World Economic Forum. The Forum publishes yearly competitiveness reports covering the major economies of the world. First published in 1979, the Global Competitiveness Report has become an authoritative and comprehensive assessment of the comparative strengths and weaknesses of national economies. In recent years, the report has been produced in collaboration with Harvard University. U.S. Federal Technology Transfer Offices Clearinghouse from USDA
This guide links technology searchers to technology transfer offices
or centers at Federal Laboratories and related sites, highlighting unique
features at each site. It is arranged by Federal Department or Agency,
then alphabetically by name. This guide is maintained by the Technology
Transfer Information Center, National Agricultural Library, Agricultural
Research Service, United States Department of Agriculture.

U.N. Asian and Pacific Centre for Transfer of Technology
APCTT is a United Nations regional institution under the Economic and
Social Commission for Asia and the Pacific (ESCAP). The Centre was
established in 1977 in Bangalore, India. In 1993, the Centre moved to New
Delhi, India. APCTT promotes transfer of technology to and from small-
and medium-scale enterprises (SMEs) in Asia and the Pacific.
